Background

Successfully addressing bioterrorism requires an effective IT infrastructure. This Summit is the second in a series of summits to articulate this IT infrastructure and recommend a course of action. The meeting is being organized by RAND’s Science and Technology Policy Institute as part of its mission to address scientific and technological issues of national importance.

Purpose

RAND’s purpose in convening this summit is to bring together key stakeholders from the private and public sectors to help identify the priority areas for an IT infrastructure, assess what already exists, begin a gap analysis, and develop strategies for implementation.

Time and Place: The meeting will be held at RAND, 1200 South Hayes Street, Arlington, on Thursday, December 20, 2001, from 8:30 am to 5:00 pm. A continental breakfast (8:00 am) and lunch will be provided.

Participants

Invitees are private and public sector stakeholders and government liaisons. The list includes: ASTHO, NACCHO, IEEE-USA, eHI, AMIA, HIMSS, ACLA, APHL, BIO, Pharma, AHA, AAHP, AMA, AAP, AAFP, ANA, ACPM, APHA, DoJ, FBI, FEMA, NAHDO, CSTE, NAPHSIS, CDC, DoD, VA, CMS, AHRQ, NCVHS, OMB, ASPH, ATA, DHHS, AHIMA, AMDIS, AAN, NSF, DHSS, NSTC, congressional staffers, and other members of the public and private sectors. It is often not possible to identify or have all stakeholders attend these summits. To ensure the broadest level of input, the resulting white papers produced through this process will be posted on RAND’s Web site for external comments.

Process

In order to expedite the process, we will survey each of the stakeholders prior to the summit and compile comments into a set of priorities for use during the Summit. (We will need your input by COB Wednesday, December 12th) External facilitators will help guide the discussions. At the end of the meeting we will summarize the group’s recommendations of the group and draft a "white paper." The draft "white paper" will be circulated to the attendees for comments to be incorporated into the final paper.

Results of the Summit

Update May 2002: The findings of this summit will be incorporated into a final peer-reviewed paper, projected to be available by the end of September 2002.
