Alleviating the Housing Crunch in Mississippi

To assist the Mississippi Commission on Recovery, Rebuilding and Renewal, RAND has assembled a team to develop innovative strategies for planning, financing, and rebuilding the decimated housing stock in coastal Mississippi. As an indication of the magnitude of this task, preliminary estimates suggest that at least 50,000 units were extensively damaged or destroyed. This devastation not only wreaks havoc on displaced residents, but also presents significant workforce challenges for local businesses seeking to rebuild. To make matters worse, a large percentage of the affected homes were either owned or rented by low-income families with limited financial assets. To address this challenge, the RAND team has assisted in the development of a comprehensive set of recommendations. These include follow-on studies, pilot development programs, building code recommendations, zoning strategies, planning initiatives, finance mechanisms, and institutional capacity building.
