The rapidly changing world of information and communication technologies (ICT) is creating a fast-developing information economy, bringing new opportunities and challenges for citizens, government and business. Disruptive technologies and new applications for existing ICT are changing conventional modes of operation for governments and private enterprises.
New technologies are empowering citizens in traditional and emerging democratic processes, and providing consumers and clients with the ability to improve and customise products and services. RAND Europe supports public and private sector decision makers in identifying and harnessing the benefits and challenges created by the new information economy.
The ubiquitous application of ICT in public service delivery (eGovernment) enables fundamental changes in the scope, role and organisation of government. These changes are being driven by developments such as a shift to a citizen-centric focus, the expectation of improved services and delivery at reduced cost, deepening stakeholder involvement, increasing electronic identity management, and the need for increasing transparency and trust in policy making. RAND Europe can offer help to governments that want to stay ahead of the curve. We provide insight into new attitudes toward regulation, enforcement and public finance, which are required to embed the benefits into evolving norms and structures.
Changes to product development and process design are also made possible by disruptive technologies and the innovative applications they provide. The future development of the Internet and related technologies also play a major role in bringing about such change. IPE draws on RAND Europe's experience in policy research in information technology and its applications. Our multidisciplinary research approach combines econometric analysis of trends, markets and policy impacts with the application of statistics and qualitative tools like scenario gaming. We offer insight in the European context. Through our association with the RAND Corporation we also cover the full scope of developments in the US.
