Staff: Henry Willis
HENRY WILLIS (Ph.D. in Engineering and Public Policy, Carnegie Mellon University) is a RAND policy researcher with expertise in risk analysis; decision analysis; home security, counterterrorism and maritime security policy; energy and environmental policy; public health and emergency preparedness; management of federal research and development programs; and supply chain issues. His research focuses on the application of decision analytic tools and risk analysis to assist decision makers in selecting among competing resource management strategies or policy options. Dr. Willis addresses the technical, economic, institutional, and social components of problems that are related to maritime security, transportation policy, energy and environmental policy, public health and emergency preparedness, and management of federal research and development programs. He has written many reports, including Evaluating the Security of the Global Containerized Shipping System, Estimating Terrorism Risk, and Capabilities Analysis Model for Missile Defense: User's Guide.
