Staff: Lloyd Dixon

LLOYD DIXON is a senior economist who has worked in the Institute of Civil Justice since he came to RAND 13 years ago. He initially conducted several studies on the legal and other transaction costs associated with the federal Superfund program. This work included a study for the U.S. Environmental Protection agency on the consequences of releasing parties that contribute small amounts of waste to a site from liability. Recently he completed a study on changes in the standards federal judges use to admit or exclude expert evidence. Currently he is examining options for compensating victims for terrorist attacks. Lloyd has also developed expertise on a number of resources and environmental issues in California. He has examined water allocation and pollution issues in a number of settings and has completed several studies on policies aimed at reducing pollution from motor vehicles. He holds a Ph.D. in Economics from the University of California at Berkeley.
