Don't Let Budget Rules Hide the Fact That TRIA Saves Taxpayers Money

Pay-As-You-Go(PAYGO) rules in the U.S. House and Senate usually save taxpayers money, but Lloyd Dixon and Robert Lempert explain one way they could actually have cost taxpayers more money—by requiring particular types of changes to proposals to extend the Terrorist Risk Insurance Act (TRIA). TRIA, they argue, is an effective way to save money, but the savings are not accounted for by PAYGO.
