Uses for Our Research

The RAND Center for the Study of Terrorism Risk Management Policy provides policymakers with the research that is needed to inform policy and decisionmaking on economic security in the face of the terrorism threat. We expect this research to have many important uses:

  • Terrorism risk insurance studies will provide the backbone of data and analysis for appropriate choices with respect to the renewal of the Terrorism Risk Insurance Act in 2005.
  • Research on the economics of different liability decisions will affect the decisions of Congress and judges, who have relied on reports from RAND's Institute for Civil Justice for more than 25 years.
  • Studies of compensation will improve the ability of Congress to ensure appropriate, equitable and adequate compensation to the victims of terrorist attacks.
  • Research and analysis of terrorism risk insurance, liability and risk management will help businesses-including property owners, commercial lenders, insurers and reinsurers-to understand, manage, and mitigate their exposure to risk.
  • Research on security decisionmaking will help public and private sector leaders protect critical infrastructure and improve collective security in rational and cost-effective ways.
  • Research on risk management will improve the ability of businesses, local governments, and the federal government to prioritize security funding and improve homeland security.

We plan to reach these audiences with a range of communication products, from briefings and congressional testimony to full reports and brief, accessible research summaries targeted to busy decisionmakers.
