Background

Balmat directs RAND's office in Pittsburgh, Pennsylvania. Prior to this, he served as Deputy Executive Director of Development and played a major role in the selection process that led to Pittsburgh as the location of RAND's third major U.S. site. Balmat first joined RAND in 1972 as Executive Assistant to the President; he left in 1979 after holding the position of chief financial officer. After leaving RAND, he was a partner with Durkee, Sharlit Associates, a management consulting firm specializing in crisis management, and, later, the co-owner and CEO of Coast Wire Tech, a manufacturer and distributor of electronic cable. Prior to joining RAND, Balmat was an operations research analyst with the Office of Management and Budget (OMB) in Washington, D.C.
