Jack Riley was appointed Associate Director of RAND Infrastructure, Safety and Environment (ISE) in July 2004. Much of Jack's recent work has focused on homeland security, recovery of the Gulf south after hurricane Katrina, and law enforcement. He has led or participated in a wide range of projects in these areas, including work on rail and airport security. In August 2006 he testified before Congress on border security and in March 2004 testified on rail security. From 1995 to 1999, Jack was with the US Department of Justice in a research capacity. Jack received his BA (economics and Russian) from the University of Michigan in 1986; his MS (foreign service) from Georgetown in 1988; and his PhD (public policy analysis) from the RAND Graduate School in 1993.
