Dr. Julie Kim received her B.S. in Civil Engineering (Transportation Program) from M.I.T. and M.S. and Ph.D. in Civil Engineering (Infrastructure Planning and Management Program) from Stanford University. After her Ph.D., she worked extensively in the U.S. and Asia-Pacific Region (China, Hong Kong, Korea, Philippines, Thailand, Vietnam) dealing with major public and private infrastructure development projects. Her involvement in these projects covered the project planning stage as well as project execution stage and her responsibilities have ranged from providing technical expertise to program management, where she often served as the principal-in-charge. Her area of technical expertise is in airport development planning and policy areas, often with 20-year planning horizon. Prior to joining RAND, she was the founding Executive Director of Collaboratory for Research on Global Projects (CRGP) at Stanford University. CRGP, co-sponsored by Stanford Schools of Engineering and Humanities & Sciences, is a collaborative undertaking between Stanford University, partner universities, private industry and government affiliates to advance the science of managing and implementing global projects where multiple cultures and complex organizational/institutional issues are involved.
