Biography Summary
Jeremiah Goulka joined RAND in June 2007. His research areas are criminal justice, national security, emergency preparedness, and Gulf Coast issues. Prior to joining RAND, Mr. Goulka was a staffer to Vice Admiral Thad W. Allen (USCG), U.S. Attorney Jim Letten, and FEMA Deputy Director Gil Jamieson, primarily working with the Southeast Louisiana Criminal Justice Recovery Task Force, a joint local-state-federal effort to rebuild and reform the metropolitan New Orleans criminal justice system in the wake of Hurricane Katrina. Previously, Mr. Goulka was an attorney at the U.S. Department of Justice, Civil Division, Federal Programs Branch, where he represented the United States in constitutional, foreign affairs, and administrative litigation in federal and state courts. After graduating from law school, he was a law clerk for Judge W. Eugene Davis of the U.S. Court of Appeals for the Fifth Circuit. He has published in the fields of law and history. Mr. Goulka was educated at the University of Chicago Law School, the University of Edinburgh Law School, the Sorbonne, and Bowdoin College.
