Strengthening Public Health Preparedness

Measures and Tools to Evaluate Public Health Emergency Preparedness

A project to support the CDC's Division of State and Local Readiness and other key stakeholders in developing a standardized and robust set of measures of state and local public health emergency preparedness.
Contact: Christopher Nelson, PhD (Christopher_Nelson@rand.org), Nicole Lurie, MD, MSPH (Nicole_Lurie@rand.org), or Jeffrey Wasserman, PhD (Jeffrey_Wasserman@rand.org)

Enhancing Emergency Preparedness, Response, and Recovery Management for Vulnerable Populations

A study to identify public health preparedness outreach and risk communications strategies that are used with vulnerable populations and which strategies, if any, demonstrate promising evidence of success in enhancing emergency preparedness, response, and recovery management for those populations.
Contact: Lisa Meredith, PhD (Lisa_Meredith@rand.org)

Assessing the Impact of Federal and State Law on Public Health Preparedness

A project to assess and evaluate how the law shapes the public health system's response to bioterrorism and other public health threats.
Contact: Jeffrey Wasserman, PhD (Jeffrey_Wasserman@rand.org)

Connectedness Across the Public Health System

A project to develop a software tool (PARTNER) to enable public health departments and their partners to measure their intersectoral connectivity, thereby enhancing their organizational capacity and overall community resiliency to support the public health system's infrastructure.
Contact: Danielle Varda, PhD (Danielle_Varda@rand.org)

Exercise and Drill Materials for Mass Prophylaxis

A project to develop and pilot test drills and metrics to help state and local health departments test capabilities to request, receive, and dispense medicines and medical supplies from the Strategic National Stockpile (SNS).
Contact: Edward Chan, PhD (Edward_Chan@rand.org) or Christopher Nelson, PhD (Christopher_Nelson@rand.org)

Evaluation of Cities Readiness Initiative

An evaluation of the CDC's Cities Readiness program (intended to increase large cities' ability to dispense prophylactic antibiot-ics to all residents within 48 hours) to determine whether it should be continued.
Contact: Christopher Nelson, PhD (Christopher_Nelson@rand.org) or Henry Willis, PhD (Henry_Willis@rand.org)

Decision Support Tool for Cities Readiness Initiative Sites

Development of an easy-to-use, computer-based decision support tool to assist Cities Readiness Initiative sites in identifying sites for mass dispensing of medications during an emergency.
Contact: Paul Sorensen, PhD (Paul_Sorensen@rand.org)

Successful Models for Addressing Needs of Vulnerable Populations

A project to identify successful strategies used by localities to incorporate and address the needs of vulnerable populations into public health preparedness planning.
Contact: Jeanne Ringel, PhD (Jeanne_Ringel@rand.org) or Anita Chandra, DrPH (Ani-ta_Chandra@rand.org)

Tools for Identifying and Responding to the Needs of Vulnerable Populations

A project to develop a simple to use, Web-based tool that can be used by state and local health departments to identify vulnerable populations and better incorporate their needs into preparedness planning.
Contact: Jeanne Ringel, PhD (Jeanne_Ringel@rand.org)

Exemplary Practices for Responding to Chemical and Radiological Attacks

A project to examine the current state of public health emergency preparedness planning for chemical and radiological incidents and to identify exemplary practices in this area.
Contact: Tom LaTourrette, PhD (Tom_LaTourrette@rand.org) or Lynn Davis, PhD (Lynn_Davis@rand.org)

Research Agenda for Local and State Preparedness

A project to develop a clear, feasible, and operational strategy for ensuring the development of a public health emergency preparedness evidence base at an accelerated pace.
Contact: Christopher Nelson, PhD (Christopher_Nelson@rand.org), Jeffrey Wasserman, PhD (Jeffrey_Wasserman@rand.org), or Nicole Lurie, MD, MSPH (Nicole_Lurie@rand.org)

Decision Support Tool for Local Disaster Preparedness Planning

A project to develop a decision support tool that planners at U.S. military installations, the Veterans Administration, and the county level can jointly use for local risk assessment and capabilities-based planning for a broad range of major disasters.
Contact: Melinda Moore, MD, MPH (Melinda_Moore@rand.org) or Michael Wermuth, JD (Michael_Wermuth@rand.org)

Global Health Laboratory Capacity

A project to identify promising strategies and approaches to help the Centers for Disease Control and Prevention (CDC) optimize its investments in building global laboratory infrastructure to support global surveillance and public health prevention and control initiatives.
