Medicare Beneficiaries' Health Care Quality and Outcomes
In this subcontract to the New England Medical Center, RAND will determine the extent to which differences in the technical and interpersonal quality of care provided to Medicare beneficiaries account for differences in health outcomes.

A study of how recent changes in Medicare's methods of payment for post-acute care after hospital discharge might affect seniors and their care outcomes. This study would be the first to analyze the impact of changes to PAC payment systems across the full range of PAC options and to assess the effects of payment changes on multiple important health outcomes.

An analysis of whether a policy to extend Medicare to the near elderly who have difficulty obtaining health insurance would improve the course of their health into old age.
