The RAND team is led by Drs. Nicole Lurie and Jeffrey Wasserman. Dr. Lurie is Co-Director of the RAND Center for Domestic and International Health Security. She co-led, with Dr. Wasserman, the California Public Health Infrastructure project. Her background includes serving as Principal Deputy Assistant Secretary of Health in the U.S. Department of Health and Human Services and as medical advisor to the Commissioner, Minnesota Department of Health.
In addition to the public health preparedness studies that Dr. Wasserman led with Dr. Lurie, he conducted a study on behalf of the Gilmore Commission that involved examining a range of issues surrounding the nature and level of federal government support for state and local efforts to prepare for and respond to terrorist attacks.
Dr. Lisa Shugarman, a Health Policy Researcher at RAND, is principally responsible for the collection of exercises and development of the database.
