STEPHEN J. CARROLL
Dr. Stephen Carroll (Ph.D., Economics, Johns Hopkins University) joined RAND in 1968. His research focuses on policy issues in education and in civil justice. Steve is Secretary and Chief Financial Officer of the Council for Aid to Education. He served as Research Director of RAND Education from 1994 through 1998 and as Deputy Director of the RAND Institute for Civil Justice from 1980 through 1986. Dr. Carroll's recent work has focused on the challenges facing the Los Angeles Community College District and on the condition of K-12 education in California. He recently completed analyses of higher education's likely future prospects and challenges in California, Texas, and Nationwide. In past studies, he has led analyses of the labor market for teachers in California, the influence of financial aid and other factors on students' college-going behavior, trends and patterns in K-12 spending, the fiscal impacts of voucher systems, the effects of school inputs and other factors on students' achievement, local school districts' expenditure behavior, the consequences of school finance reform and the labor market for teachers. He has published two books through RAND's book program: The Search for Equity in School Finance and How Effective is Education? Dr. Carroll is a member of the advisory council to the Los Angeles Unified School District's Master Planning and Demographics Unit. He has served on the California State Controller's Economic Advisory Council. As a consultant to the Los Angeles Superior Court, he developed simulations of alternative plans for desegregating the Los Angeles Unified School District.
