Shelly Culbertson

Shelly Culbertson is a Senior Research Manager in the office of the RAND-Qatar Policy Institute.  Her Education project experience in the Middle East includes work on higher education research policy infrastructure for the Qatar National Research Fund, a K-12 Vouchers Program for Qatar, policy design, and institutional change.  She has worked with a range of clients in Qatar and the UAE, including the Qatar National Research Fund, the Amiri Diwan, and the Supreme Education Council.  Previously, she has worked for the U.S. Department of State on the Middle East and at LMI, a government policy consulting firm.  Proficient in Arabic, she holds a MPA degree in developing country studies from the Woodrow WilsonSchool, Princeton University.
