THE RAND CENTER FOR GLOBAL RISK AND SECURITY

In recognition of the need for a focal point for crosscutting, multidisciplinary research and analysis on the increasingly complex issue of global security, RAND has established a new Center for Global Risk and Security. The director of the new center is RAND’s Gregory Treverton. The Center will draw on RAND's breadth of related expertise--from strategy and health to technology and criminal justice--and will expand upon RAND's long history of excellence in informing security policy by exploring innovative new areas of inquiry that cut across traditional perspectives. In addition, the center will focus on developing a better understanding of the variety of security threats that may arise in order to help frame the categories of possible response. An Advisory Board chaired by former Secretary of Defense Harold Brown will provide guidance for the new Center; the inaugural meetings of this Board will take place in January 8-9 in Santa Monica. On January 10th, the Center will cosponsor, together with Johns Hopkins’ School of Advanced International Studies, a one-day workshop on Terrorism Trials. This event will bring together distinguished strategists, jurists and lawyers to discuss the issues surrounding possible prosecutions of terrorists, and the difficulties in doing so.

Researcher Profile: Gregory Treverton

Gregory Treverton

Gregory Treverton joined RAND in 1995, and has served as director of two centers within the RAND National Security Research Division: the Intelligence Policy Center and the International Security and Defense Policy Center. He has also served as associate dean for research at the Pardee RAND Graduate School (PRGS). He has taught at Harvard and Columbia as well as at PRGS, and has served in government on the staffs of the Senate Select Committee on Intelligence and the National Security Council and as vice chair of the National Intelligence Council. Treverton received his A.B. from Princeton University and his Ph.D. in public policy from Harvard University

This report documents the exceptional cross-service harmony that the U.S. Air Force and U.S. Navy have steadily developed in their conduct of integrated strike operations since the first Persian Gulf War in 1991. That close harmony contrasts sharply with the situation that prevailed throughout most of the Cold War, when the two services maintained separate and unique operating mindsets and lacked any significant interoperability features.
