In recent decades, there have been numerous attempts to rein in the cost growth of U.S. Department of Defense acquisition programs. Drawing on prior RAND research, new analyses of completed and ongoing weapon system programs, and data drawn from Selected Acquisition Reports, this study finds that development cost growth over the past three decades has remained high and without any significant improvement.

TALKING TO THE ENEMY: TRACK TWO DIPLOMACY IN THE MIDDLE EAST AND SOUTH ASIA

This monograph examines security-related track two diplomacy efforts in the Middle East and South Asia, including how such efforts have socialized participants into thinking about security in more cooperative terms, and whether the ideas generated in track two forums have been acknowledged at the societal level or influenced official policy. Kaye concludes with suggestions on how to improve future track two efforts.

When the Air Force cannot assign someone with all possible qualifications to a job, the person it does assign can cope by using specific competencies in four areas--enterprise knowledge and integration, problem-solving, and people skills. But these tactics also benefit all leaders. Teaching them at all levels will increase the pool of potential leaders who can cope in a wider variety of organizations and operating domains in the future.
