Samir Puri
Analyst
Samir Puri is an Analyst in the "Defence and Security" team at RAND Europe. His research interests include defense policy and planning and international security affairs.
Samir has been selected as the 2008 recipient of RAND Europe's Fellowship award, leading to a summer placement in RAND's Washington DC office. The Fellowship is aimed to foster research collaboration within RAND.
He has led RAND research into the US security partnership with Pakistan as part of a wider study examining international alliances. Recent work for RAND Europe has included projects for the UK Ministry of Defence on the issues of the procurement of major programs, military personnel policy, and associated defense planning issues.
Prior to joining RAND in 2006, Samir analyzed South Asian security affairs at London's International Institute for Strategic Studies, and worked on arms control and development issues at the Geneva office of the United Nations.
He has also taken part in fieldwork on behalf of the OSCE and the European Union monitoring a number of pivotal elections around the world. These have included the 2004 Presidential election in Ukraine that lead to the Orange Revolution, the disputed 2007 Presidential election in Kenya, and the 2008 election in Pakistan.
Samir holds a BA in History and Politics from Warwick University, an MA in War Studies from King's College London, and is currently researching a PhD in International Studies at Cambridge University. His thesis is on the conceptual insights that theories of coercion can shed on contemporary adversarial relationships between states and violent non-state actors.
